Prof. Chong-Yung Chi, National Tsing Hua University, Taiwan (IEEE Life Fellow)
Chong-Yung Chi (IEEE Life Fellow, AAIA & AIIA Fellows) received the B.S. degree from Tatung Institute of Technology, Taipei, Taiwan in 1975, the M.S. degree from National Taiwan University, Taipei, Taiwan in 1977, and the Ph.D. degree from the University of Southern California, Los Angeles, CA, USA, in 1983, all in electrical engineering. He is currently a Professor of National Tsing Hua University, Hsinchu, Taiwan. He has published more than 240 technical papers (with citations more than 7500 times by Google-Scholar), including more than 90 journal papers (mostly in IEEE TRANSACTIONS ON SIGNAL PROCESSING), more than 140 peer-reviewed conference papers, 3 book chapters, and 2 books, including a textbook, Convex Optimization for Signal Processing and Communications: From Fundamentals to Applications, CRC Press, 2017 (which has been popularly used in a series of invited intensive short courses at 10 top-ranking universities in Mainland China since 2010 before its publication). His current research interests include signal processing for wireless communications, convex analysis and optimization for blind source separation, biomedical and hyperspectral image analysis, graph based learning and signal processing, and data security and privacy protection in machine learning. Dr. Chi received 2018 IEEE Signal Processing Society Best Paper Award, entitled “Outage Constrained Robust Transmit Optimization for Multiuser MISO Downlinks: Tractable Approximations by Conic Optimization,” IEEE Transactions on Signal Processing, vol. 62, no. 21, Nov. 2014. He has been a Technical Program Committee member for many IEEE sponsored and cosponsored workshops, symposiums and conferences on signal processing and wireless communications, including Co-Organizer and General Co-Chairman of 2001 IEEE Workshop on Signal Processing Advances in Wireless Communications (SPAWC). He was an Associate Editor (AE) for four IEEE Journals, including IEEE TRANSACTIONS ON SIGNAL PROCESSING for 9 years (5/2001-4/2006, 1/2012-12/2015), and he was a member of Signal Processing Theory and Methods Technical Committee (SPTM-TC) (2005-2010), a member of Signal Processing for Communications and Networking Technical Committee (SPCOM-TC) (2011-2016), and a member of Sensor Array and Multichannel Technical Committee (SAM-TC) (2013-2018), IEEE Signal Processing Society.

Prof. Yuhui Shi, Southern University of Science and Technology, China (IEEE Fellow)
Prof. Yuhui Shi is an expert in the field of computational intelligence and the developer of the brain storm optimization (BSO) algorithm. He is also a fellow of IEEE for his contributions to particle swarm optimization algorithms. Prof. Yuhui Shi received his Ph.D. from Southeast University in 1992. After that, he did research in the United States, South Korea, Australia, and other places. He has published many ground-breaking papers with Russell Eberhart and James Kenney, the developer of the particle swarm optimization algorithm, and co-authored the books on Swarm Intelligence and Computational Intelligence: Concepts to Implementations.

Prof. Tianrui Li, Southwest Jiaotong University, China
Tianrui Li received his B.S. degree, M.S. degree and Ph.D. degree from the Southwest Jiaotong University, China in 1992, 1995 and 2002 respectively. He was a Post-Doctoral Researcher at Belgian Nuclear Research Centre (SCK • CEN), Belgium from 2005-2006, a visiting professor at Hasselt University, Belgium in 2008, the University of Technology Sydney, Australia in 2009 and the University of Regina, Canada in 2014. And, he is presently a Professor, Deputy Director of Institute of Artificial Intelligence, Deputy Director of National Engineering Laboratory of Integrated Transportation Big Data Application Technology, and the Director of the Key Lab of Cloud Computing and Intelligent Technique of Sichuan Province, Southwest Jiaotong University, China.
Since 2000, he has co-edited 6 books, 13 special issues of international journals, 18 proceedings, received 17 Chinese invention patents and published over 360 research papers (e.g., Artificial Intelligence, IEEE Transactions on Pattern Analysis and Machine Intelligence, IEEE Transaction on Knowledge and Data Engineering, IEEE Transactions on Evolutionary Computation, IEEE Transactions on Image Processing, IEEE Transactions on Fuzzy Systems, IEEE Transactions on Information Forensics & Security, IEEE Transactions on Industrial Electronics, IEEE Transactions on Cybernetics, IEEE/ACM Transactions on Audio Speech and Language Processing, IEEE Transactions on Communications, IEEE Transactions on Cloud Computing) in refereed journals and conferences (e.g., ACL, ICDE, IJCAI, KDD, UbiComp, WWW, ICDM, CIKM, EMNLP). 5 papers were ESI Hot Papers and 18 papers was ESI Highly Cited Papers. His Google H-index is 66. He was recognized as the Top 1‰ Scientists (ranked 406/4170) in the field of Computer Science based on Thomson Reuter's Essential Science Indicators (ESI) in Sept. 2022. He was listed among the “Highly Cited Chinese Researchers of 2020-2021” by Elsevier and the World’ Top 2% Scientists in the 2020-2021 list compiled by Stanford University.

Prof. Yi-Zeng Hsieh, National Taiwan University of Science and Technology, Taiwan
Yi-Zeng Hsieh (Senior Member, IEEE) received the B.S., M.S., and Ph.D. degrees in computer science and information engineering from National Central University, Taoyuan City, Taiwan, in 2004, 2006, and 2012, respectively. He is currently a Professor with the Department of Electrical Engineering, National Taiwan University of Science and Technology, Taipei, Taiwan. He has authored or coauthored more than 100 journal and refereed conference papers. His research interests include deep learning, machine learning, neural networks, pattern recognition, image processing, computer vision, and swarm intelligence. He is also a Senior Member of both the IEEE Consumer Technology Society and the IEEE Signal Processing Society. He was a Member of both IET Taipei Local Network and IET Japan Local Network. He was an Associate Editor for multiple IEEE Transactions. In 2023, he was recognized as an Outstanding Young Scholar by the IEEE Consumer Technology Society.
